Sydney Principal Stephen Moore recently prepared a detailed research paper on the current inadequacies of conventional development controls in New South Wales which focus too much on generic numeric standards and are stifling urban regeneration and the creation of truly great places. In it, Stephen offers an alternative approach known as form-based codes where the focus shifts from controls to delivering visions with a desired physical outcome. The paper has since been published by the NSW Urban Taskforce and was used to launch an industry luncheon on the future of our cities where the NSW Minister for Planning gave the keynote address.

Broad industry support has been given to the paper and its influence has been recognised in the Department of Planning’s Draft Centre’s Policy.
